Partial List of Programs and Incentives to Assist Local Businesses

 

Jobs Training Incentive Program (formerly the In Plant Training Program) – This is a state funded “on the job training program” that provides a refund of 50% of the wages for new hires for a period of up to 6 months.  This program is for manufacturing and service companies.  Service companies generally need to receive 60% of their revenues from outside the state.  Employees must be New Mexico residents for at least one year.

 

Technology Jobs Tax Credit also known as the R&D Tax Credit – New Mexico facilities may take a tax credit equal to 4% of expenditures related to qualified research for land, buildings, equipment, computer software and upgrades, consultants, technical books, test materials, cost associated with patents, payroll and labor.  An additional 4% may be claimed if base payroll is increased by $75,000 per $1,000,000 of expenditures claimed.

 

Manufacturing Investment Tax Credit – This is state tax credit equal to 5% of the value of qualified equipment and other property used directly and exclusively in a manufacturing operation.  You must be adding employees to claim this tax credit.  For each new worker added the company may claim the credit for up to $5000,000 of equipment purchases.

 

New Mexico 9000 – This is a one-year training program to prepare companies for ISO 90001:2000 Certification.  Honeywell, New Mexico Economic Development Department, and Sandia and Los Alamos National Laboratories sponsor the course.  The cost of the training is from $1,000 to $6,000 depending on the gross receipts of the company.  After becoming certified, 50% of the fee is refunded.  Typically this type of training can cost from $80,000 to $100,000.

 

University of New Mexico Masters in Manufacturing Engineering Program – Students enrolled in this program are required to complete project work and summer internships at manufacturing companies.  Students can assist you on such projects as plant layouts, process flow, studies, constraint analysis, and design for assembly.  In short, any work performed by manufacturing engineers.

 

Webster University – There are several Masters programs at Webster that require students to work on projects and local companies.  Areas of study are: Business, Computer Resources and Organizational Management, Human Resources Development and Business and Organizational Security Management.  The students are near graduation and will work in small groups on your projects.

 

WESST Corp – WESST Corp provides business skills training, products marketing/development opportunities and financial assistance to viable start-up and existing businesses throughout New Mexico.  Financial assistance is provided through a micro-loan fund, and in addition, WESST Corp is an SBA approved intermediary, with staff qualified to aid clients in obtaining SBA or other loans.  Through training programs that include classes and individual consulting, they help entrepreneurs make informed decisions, set realistic goals, create business and marketing plans and apply for loans.

 

Enchantment Land Certified Development Company – The ELCDC administers the SBA-504 loan program in New Mexico.  Loans can be obtained for land, buildings and equipment.  Oversimplified, the small business puts up a minimum of 10%, the SBA provides up to 40% at a fixed rate and your bank provides the remaining 50%.   Your bank becomes the first lien holder.

 

Space Alliance Technology Outreach Program – SATOP is made up of NASA Centers & Sub-contractors, Space Alliance Partners, Universities and Colleges.  They provide business owners with up to 40 hours of free technical support.  Typically a solution is provided within 90 days. SATOP has helped companies with rotor failures, mildew prevention and assembly techniques to name just a few.
